A tramp is a person who travels from place to place on foot in search of work, it can also be synonym of vagrant or beggar, so a tramp is a homeless person. In this case they are talking about a dog and they say that the dog is a tramp, a dog without an owner that lives in the streets, some of these dogs are rescued by pet shelters, where the vagrant animals can live a "good" life while they wait to be adopted by an adoptive family.
Nowadays there are a lot of people who don't have enough money to pay all the bils and bit by bit they owe a lot of money to the bank, if they have asked for a loan, or to a company, so they take off everything that he has, between them they take off his home. This person must live in the street because he doesn't have anything, we call them as I said before vagrant or tramp. Some of them ask for money in the streets and other try to find a job to earn some money.
And if we are talking about tramp as animals we can also see in the streets a lot of animals that their owner abandon them there, we can see dogs, cats or other domestic animals. I reckon that it is very bad for the part of the owner because if you have an animal you must be responsible enough to take care of it and not to abandon it. There are a lot of people that buy a little pet for their children and at first they take care of it, but when the pet grows and the children don't want to take care of it, they abandon it as if it were an object or toy.
Finally, in my opinion, the most popular tramp is Golfo, the dog of the Disney film "Lady and the Tramp" because almost everybody knows him. When I was younger, it was one of my favourite films and I saw it a lot of times. A few years ago they made a live action of this film and they chase a real tramp to make the role of Golfo and I think that this is really good because by this way they could make that some families, that wanted a dog, adopted it instead of buying it.
